For those who aren't on a budget, how about the Yokohama Royal Park Hotel? It occupies the upper floors of Landmark Tower, Japan's tallest building.

Both the indoor and outdoor sessions at PhotoFest 2011 will be held near central Yokohama, which means that the lodging options for attendees who will be coming from out of town are nearly limitless.  There is no “official” PFJ hotel, but there are dozens of city hotels, business hotels, minshuku (Japanese B&Bs), ryokan (traditional inns) and even youth hostels available within a couple of train stops in all price ranges.  A bed can be had for as little as 2,000 yen per night!
